BCLP Senior Counsel Greg Hummel and Laurie & Brennan LLP Senior Counsel Ross J. Altman co-authored an article published in the winter edition of the Journal of the American College of Construction Lawyers concerning the development of public-private partnership projects in the United States and how to best utilize public-private partnerships to update the country’s aging infrastructure. “There is bipartisan support that recognizes the need to rebuild or redevelop classic infrastructure,” they wrote. “One tool for the delivery of classic and more expanded public improvements and services is public private partnerships.” In this article, the co-authors describe framework laws that facilitate public-private partnerships and so called P3 offices that are critical to their success. More than a dozen case studies are featured, including the Port of Miami Tunnel, LaGuardia Airport, Pennsylvania Bridges, Long Beach Courthouse and Merced CA campus, among others. These case studies in turn illustrate the key ingredients of successful public-private partnership projects.
