BCLP Partner Andrey Spektor has been appointed to the Second Circuit Criminal Justice Act (CJA) Panel. CJA Panel members are federal criminal practitioners appointed by the court to represent indigent criminal defendants and petitioners for habeas corpus.

The court selects attorneys for the panel who have superior experience and proven competence in federal appellate criminal defense work. The qualifications of attorneys on the panel are examined by the CJA Committee’s Attorney Advisory Group, which makes recommendations for membership on the panel.

As an Assistant United States Attorney in the Eastern District of New York for nearly seven years, Andrey argued over a dozen appeals before the Second Circuit, some of which involved important issues of first impression.  He has successfully briefed many others before other appellate courts, both state and federal, including the U.S. Supreme Court. Andrey’s publication on appellate waiver has been cited by the Fourth and Fifth Circuits, and prior to leaving the DOJ, Andrey co-authored an article guiding prosecutors nationwide on preserving the record at sentencing for appeals.
