BCLP Adds Senior DOJ Trial Counsel to Boost Healthcare Litigation Capabilities

BCLP announced today the addition of Partner Susan Carney Lynch to the firm’s Litigation and Investigations Department, where she will focus on healthcare litigation, False Claim Act (FCA) litigation, regulatory compliance and white-collar matters.   

Susan brings more than 27 years of experience with the Department of Justice (DOJ), leading FCA cases involving the healthcare sector. Her work has spanned a broad range of healthcare providers including national and regional hospital systems, academic medical centers, skilled nursing facilities, home healthcare, hospice care and more. 

Susan also has extensive experience handling complex FCA matters nationwide across the full case lifecycle from investigations through settlement and trial, including those involving hospitals, physician groups, long-term care facilities and managed care organizations 

While at the DOJ, Susan led the agency’s National Nursing Home Initiative, an effort launched in 2020 to combat grossly substandard care and fraud in the long-term care sector.

As a complement to her deep healthcare litigation experience, Susan also holds a Doctor of Public Health (DrPH) degree from the Johns Hopkins Bloomberg School of Public Health, giving her a unique ability to integrate legal strategy with clinical and policy considerations, an approach that further strengthens her ability to counsel healthcare clients facing evolving regulatory pressures.  

In addition to her legal work, Susan serves as a volunteer paramedic in her community, reflecting her long-standing commitment to healthcare service and advocacy.

BCLP has been steadily ramping up its healthcare litigation capabilities through targeted strategic hires. In addition to Susan’s deep government-side experience in healthcare fraud enforcement, in 2025, the firm welcomed Justin Kingsolver, whose practice focuses on antitrust and healthcare matters on behalf of managed care organizations and associated providers. Justin also joined the firm with prior government experience, having served in the Antitrust Division of the United States Department of Justice before entering private practice.

Susan is the latest in a series of targeted lateral partner additions across the firm, as BCLP continues to invest in high‑caliber talent aligned with its global growth strategy. In 2025, BCLP added 25 lateral partners globally across all three of its departments, and Susan is the fourth lateral partner to join the firm in the U.S. this year.
