It has long been anachronistic that service of proceedings could only be effected via email with explicit permission and that service could still be effected by fax (without permission). The Civil Procedure Rules Committee's consultation on modernising the court rules (CPR part 6) is therefore arguably well-overdue but is nonetheless welcome.  We await the outcome.
