The introduction of a new ‘broad’ new use class to revitalise town centres was announced by Robert Jenrick MP in early July 2020 and follows a 2018/2019 consultation on measures to support high streets. Details of these measures are set out in the Town and Country Planning (Use Classes) (Amendment) (England) Regulations 2020 which comes into force on 1 September 2020 and fundamentally amends the Use Classes Order 1987, going much further than the proposals in the 2018/2019 consultation.
