Biography

Jamie Wiseman-Clarke is a partner in BCLP’s Transport and Asset Finance group and a leading lawyer in asset finance with a particular focus on the rail sector. He has over 20 years’ experience advising financial institutions, lessors, lessees and manufacturers on complex domestic and cross-border asset finance transactions.

Jamie is widely recognised for his expertise in rolling stock leasing, procurement and financing matters, regularly acting on high-profile, market-leading mandates for major clients including rolling stock lessors and investors. His work spans the full lifecycle of rail assets, from procurement and financing through to leasing, refinancing and asset management.

Recent experience includes advising leading rolling stock lessors on major fleet upgrades, re-leasing programmes and strategic portfolio transactions, as well as acting on complex cross-border financings and procurement projects across the UK and Europe. He is known for his ability to deliver commercially focused, technically sophisticated advice on some of the most significant transactions in the rail sector.

Jamie is recognised by both the Legal 500 and Chambers & Partners legal directories.  The 2026 edition of the Chambers UK directory notes that "Jamie is highly adept at dealing with complex legal issues and providing solutions”, with one interviewee noting that “It's a pleasure to work with Jamie. His communication style and commitment to service are second to none”.

In addition to his client work, Jamie plays a key leadership role within the firm as BCLP’s Pro Bono Partner for EMEA. In this capacity, he helps drive the firm’s pro bono strategy across the region and is an active member of the EMEA Pro Bono Committee, supporting initiatives that expand access to justice and deliver meaningful impact in the communities BCLP serves.

Experience

Angel Trains – Advised Angel Trains on its landmark £250m procurement of 14 new five-car Hitachi Class 80x trainsets for lease to FirstGroup.  These state-of-the-art trains will be deployed on FirstGroup’s newly acquired London to Carmarthen open access rail services, as well as on other open access services operated by FirstGroup, including its Hull Trains and Lumo services.

Beacon Rail – Advised Beacon Rail on upgrade works arising from the re-leasing of Voyager trains to CrossCountry Trains.

Beacon Rail – Advised Beacon Rail on numerous projects, including the procurement of new Mk5A coaches for the TransPennine Express franchise, the procurement of Class 68 and Class 88 locomotives, the acquisition of the Ascendos group and the Eversholt group and the acquisition of the Class 220 Voyagers and Class 221 Super Voyagers that operate on the West Coast and Cross Country franchises.

Angel Trains – Advised Angel Trains on the Alstom Class 390 Pendolino train lengthening and new trains project, the Bombardier Class 172 Turbostar new trains project for the London Overground concession and the Chiltern Railways franchise, the Siemens Class 350 new trains project for the London Midlands and TransPennine Express franchises, the Siemens Class 707 new trains project for the South Western franchise, the Hitachi AT300 new trains project for the TransPennine Express franchise, the Bombardier Aventra new trains project for the East Anglia franchise and the Hitachi AT300 new trains project for Grand Central, as well as on numerous refranchising/re-leasing projects.
