Biography

Sam is a Senior Associate in the Planning & Zoning team. Sam has a broad range of experience across a variety of consenting mechanisms for infrastructure projects, acting for both promoters and objectors in relation to a variety of forms of development including, in particular, railways and marine projects. Her experience covers the full consenting timeline of these projects including statutory drafting, Environmental Impact Assessment reviews, advising at Select Committee, Examination and public inquiry hearings and advising on implementation following the grant of consent.

Experience

Sam’s experience* includes advising on:

  • Development Consent Orders, including drafting and negotiating agreements and protective provisions on behalf of statutory undertakers; advising throughout the Examination process including on Relevant Representations, Written Representations and Statements of Common Ground; appearing on behalf of Interested Parties at Issue Specific Hearings
  • Harbours Act Orders, including advising Statutory Harbour Authorities in relation to the promotion of Harbour Revision Orders; reviewing constitutional powers, drafting legislation and liaising with the Marine Management Organisation; advising at a large-scale HRO public inquiry
  • Consenting major infrastructure projects through the drafting and promotion of hybrid Bills and Transport and Works Act Orders, including EIA review and assisting counsel and managing processes at Select Committee hearings and public inquiries
  • Compulsory purchase matters, including operation of statutory land acquisition powers and compensation implications
