Biography
Tom has built a broad legal experience across New Zealand and England since qualifying in 2019, advising a range of clients on planning, environment, local government, risk management, and executive governance matters. Tom developed a particular expertise in water and agri-horticulture matters in New Zealand, advising multiple long-term clients on policy, legislation and governance issues. Since moving permanently to the UK in 2022 Tom has maintained a core practise advising on energy generation developments including applications, appeals and the drafting and negotiating planning agreements. He has experience acting for both promoters and objectors to nationally significant infrastructure projects as well as involvement in CPO objections.

Tom has acted for promoters, developers, funders, and objectors to developments and has experience includes advising on:
- planning agreements such as section 106 agreements, unilateral agreements, and deeds of variation;
- highways agreements and section 50 licences;
- EIA and PEIR review;
- planning due diligence for real estate, planning and projects transactions;
- and leading on submissions, negotiating protective provisions and drafting various side agreements in the DCO examination process for carbon capture and storage infrastructure, renewable energy infrastructure and port marine infrastructure developments.
