Biography
Dr. Julius Speth is a Senior Associate in BCLP's Corporate Department. He advises clients on public procurement law, public commercial law, and regulatory matters. His practice focuses on procurement procedures, public-sector projects, and complex regulatory issues across a range of industries. He advises contracting authorities, public undertakings, and private-sector companies on all aspects of public procurement law. A key focus of his practice is advising on IT procurement procedures, including the procurement of hardware, software, and digital infrastructure. Julius also has extensive experience in subsidies and state aid law. He supports clients throughout the entire procurement lifecycle, including the preparation of tender documentation, bid submissions, and the conduct of procurement review proceedings before review bodies and courts. Prior to joining BCLP, Julius gained extensive and diverse experience across top-tier law and corporate environments. His background spans working in the public procurement practice of a renowned German law firm, serving as General Counsel for an IT startup, and working in-house for a major German mobility group. Julius earned his doctorate in civil procedure (Dr. iur.) from the Julius-Maximilians-University of Würzburg and is currently pursuing an LL.M. in legal informatics at the University of Passau.
